The conference aims to demonstrate Cambodia’s commitment to HIV and AIDS prevention,
care and treatment by reviewing the progress of the response and how the response can be
improved in for the future.
1. Theme
The 3rd National AIDS Conference – ‘ A Greater Multisectoral Response to HIV and AIDS: Towards
Universal Access in Cambodia ’.
The National AIDS Authority (NAA) along with a core group has recently revised the National
Strategic Plan II 2006-10 (NSPII) to focus on the remaining three years (2008-10). The recommended
future HIV/AIDS responses outlined in the NSPII is evidently ingrained within the Royal
Government’s Rectangular Strategy, as well as the National Strategic Development Plan (NSDP)
2006-2010. The national strategies work to impact and to reduce poverty and to strive towards
reaching the Cambodian Millennium Development Goals (CMDG). Specifi cally CMDG ‘Goal 6’
aims at: “Halting and reversing the spread of HIV/AIDS, the incidence of malaria and other major
diseases such as tuberculosis”.
Due to the interconnected nature of HIV/AIDS, a mainstreaming approach, whereby HIV/AIDS
initiatives are merged and united with other health strategies and even within the wider development
sectors, may have sustainable benefi ts. With this in mind, the theme for the 3rd National HIV and
AIDS Conference - ‘A Greater Multisectoral Response to HIV/AIDS: Towards Universal Access in
Cambodia’ was borne.

2. Goals
- To improve and strengthen the multisectoral response to HIV/AIDS in the Kingdom of
Cambodia
- To review the progress of the HIV and AIDS responses and the integration into the
wider development sector, and to highlight ways in which the development sector can play
a greater role in the response to HIV and AIDS
- To demonstrate a commitment to integrated approaches in the context of an HIV and AIDS
response in Cambodia, by collaborating as stakeholders and decision makers, to design
and deliver a national stakeholders conference.

3. Objectives
- To update the current HIV/AIDS situation within Cambodia
- To present a multisectoral ‘picture’ to respond to HIV/AIDS
- To update HIV/AIDS response methods
- To update participants on the strategic response to the HIV/AIDS epidemic
- To advocate for more political support
- To launch different response methods to HIV/AIDS
- To share lessons-learned and best practices
- To have a clear vision for future responses

The red ribbon is the international symbol to show the commitment to
prevent and control the HIV/AIDS epidemic
The globe symbolizes our participation with the world to control HIV/AIDS
