It is a great pleasure for me to send my message to all of you as government, non-governmental, civil society, bilateral and multi-lateral development partner, private sector and especially the people living with HIV/AIDS who are committed to have the national AIDS conference organized in the Kingdom of Cambodia.
Firstly, on behalf of the government of Cambodia and myself, I appreciate and congratulate all of you as- chair, co-chair and members of the organizing committee and participants as well as donor agencies for your active contribution to this important event.
The national AIDS conference gives our nation the opportunity to meet, to share, to learn, and to come up with new things for our future, to reduce further HIV/AIDS epidemic in Cambodia.
Further more, the national AIDS conference will train us to become more skilled and confident to perhaps one day host the International AIDS Conference.
This is a time for us to collaborate to celebrate our successes in reducing the HIV/AIDS epidemic in Cambodia that has been commended globally. We will never forget the leading factors to such success; the political commitment for multisectoral responses, through the implementation of the ‘Three-in-One’ Principle.
The conference does not mark the end of our commitments, there are still many to come, especially toward the Universal Access Target in 2008 and 2010.
Finally, please allow me to enjoy and to be enlightened with you all, with this conference. May it work for you and may you receive the results that you are pursuing. I wish you all the very best in creating " A Greater Multisectoral Response to HIV/AIDS: Towards Universal Access in Cambodia ".

 On behalf of the organizing committee, of the 3rd National AIDS Conference in the Kingdom of Cambodia, we, the two co-chairs, would like to welcome each and every one of you most cordially to participate in the conference that we will be hosting, from 10-12th September 2008..
We will be meeting at a time of crucial importance to celebrate our success, to see the progress
of our HIV and AIDS responses and the implementation of new developments regarding policy,
strategy, operational plans, monitoring and evaluation methods of various target groups, various
interventions and services and various geographic.
At this conference, we will reaffi rm our goals and continue to dedicate ourselves to meet, to learn,
to share and to agree on what to do next in order to further reduce the HIV/AIDS epidemic, and
to further improve the quality of care and the quality of life for the thousands of men, women and
children infected and affected by HIV/AIDS.
We all recognize that the success of reducing the Cambodian HIV/AIDS epidemic can be attributed
to many different and comprehensive approaches being taken such as; encouraging behaviour
change amongst people associated with high-risk population groups, such as increasing the use of
condoms, and over reaching to the 3 x 5. The current day success of these methods is a result of
national coordination.
This is why we have chosen the theme for the 3rd National AIDS Conference “Greater Multisectoral
response to HIV/AIDS: Towards Universal Access in Cambodia”. We feel that this theme represents
our collective national commitment to further address and overcome the challenges we face with
HIV and AIDS.
Furthermore, future responses to HIV/AIDS in Cambodia are set to be more dynamic, more innovative
and are to be integrated across a variety of sectors. We would like to demonstrate, through this
conference, the importance of delivering these responses by forming strong communicative
partnerships and by showing our commitment.
We look forward to delivering the 3rd National AIDS Conference, as it provides the nation with an
opportunity to unite, refl ect and move forward towards Cambodia’s Universal Access Indicators and
Targets for 2008 and 2010.
